Exactly what day did we begin turning over detainees to Afghan officials, and who oversaw that process? The Tories did not form government until February of 2006, while Bill Graham was Minister of Defence from 2004-2006. According to Richard Colvin, who arrived in Afghanistan in April 2006, the widespread abuse and torture was already taking place when he arrived. This means that according to Colvin, under the stewardship of Bill Graham, prisoners were being turned over to torture. What liability rests at the feet of Bill Graham for setting up the transfer process that allegedly violated the Geneva Conventions? This whole mess started under the Liberal watch. It is akin to if Martin had lost the 2004 election and then blamed the Conservatives when the news of the Sponsorship Scandal broke.
Within a year of the Tories taking over, a new deal was struck to fix the broken Liberal transfer process. I think if there are any civil lawsuits on this matter, Bill Graham is more liable than Peter MacKay. At least Mr. MacKay did something about it. I'm sorry that it didn't happen sooner, but the Tories were very busy cleaning up after 12 years of Liberal corruption during their first year back in office.
